Vital Wave worked with a global donor to develop a five-year HIV digital health investment roadmap. The investment roadmap focused on prioritizing and scaling the most impactful digital HIV interventions, or package of interventions, across Sub-Saharan Africa within the context of priority use cases. A portfolio performance framework was also developed based on the principles of dynamic system modeling. The underlying model served as a tool to prioritize investments and project impact of individual and collective digital health and enabling environment interventions across the HIV care cascade. Specific countries were identified and positioned as “learning laboratories” to test, build, and contribute towards an evidence base and the eventual creation of country-level strategies. The roadmap incorporated internal donor priorities and investments, as well as the broader enabling environment, including aspects such as governance and strategic partnerships across the donor community to further the success of its implementation.
